What is the best Image Editing program out there?

When i say best, i mean inexpensive, easy to use, and great features...
i've used Microsoft Photo editor (too basic), Microsoft Digital Image Suite 2006 (pretty cool, but i dont know...), Adobe Photoshop (Does everything... but i dont want to take a class)...
anyone else have any suggestions???
